The inspiration for this song has been done to death, but I thought I'd take my own crack at it. It's from Celestia's point of view and is based off of the popular fanon that Celestia getting sucked up into ruling a kingdom caused her to start neglecting Luna, contributing/causing the rise of Nightmare Moon. This song is basically about the regret she'd feel in having to send away the one pony that truly understands her, simply because she made mistakes.
